Europe's beverage packaging market is entering an important period of change.
As the EU Packaging and Packaging Waste Regulation (PPWR) moves into implementation, beverage brands, filling companies, and packaging buyers are reassessing the bottles, materials, filling lines, and supply chains they will use in 2027, 2028, and beyond.
For companies developing new water, juice, carbonated soft drink, beer, or other beverage projects, one question is becoming increasingly relevant:
Will PPWR increase the use of glass bottles and reduce the use of plastic beverage packaging?
The answer is more nuanced than simply "glass will replace plastic."
PPWR does not require beverage companies to switch from PET to glass. Instead, it is pushing the entire packaging industry toward less packaging, improved recyclability, greater use of recycled materials, and more reuse where appropriate.
For glass beverage packaging, this creates new opportunities-but also new design and sustainability considerations.
What Does PPWR Mean for Food and Beverage Packaging?
The Packaging and Packaging Waste Regulation, or PPWR, establishes a common framework for packaging placed on the EU market.
The regulation entered into force in 2025 and began applying from 12 August 2026, while a number of important targets and requirements will take effect progressively toward 2030 and beyond.

For food and beverage companies, four areas deserve particular attention:
Packaging minimization: unnecessary packaging weight and volume should be reduced.
Recyclability: packaging placed on the EU market will increasingly need to meet recyclability requirements.
Recycled content: plastic packaging will be subject to minimum recycled-content requirements.
Reuse and refill: certain packaging formats and market segments will face reuse-related targets and obligations.
These requirements mean that packaging decisions can no longer be based only on bottle price, appearance, and filling performance.
Brands increasingly need to consider the entire packaging lifecycle.
Will PPWR Reduce Plastic Beverage Packaging?
Plastic beverage bottles will not disappear under PPWR.
PET remains lightweight, economical, easy to transport, and supported by well-established collection and recycling systems in many European markets. However, the regulatory environment for single-use plastic is becoming more demanding.
For example, PPWR introduces minimum post-consumer recycled-content requirements for plastic packaging. For many single-use plastic beverage bottles, the recycled-content target reaches 30% by 2030, with higher targets applying in later years.
This changes the purchasing equation.
A beverage company may increasingly need to consider not only the price of a PET bottle, but also:
availability and cost of food-grade recycled PET;
- recycled-content verification;
- recyclability performance;
- packaging reduction requirements;

Therefore, the likely transition is not simply: PET to Glass. A more realistic development is:

Does PPWR Create New Opportunities for Glass Beverage Bottles?
Yes-but the opportunity needs to be understood correctly.
Glass Is Highly Recyclable
Glass can be collected, crushed into cullet, remelted, and manufactured into new glass containers.
Using recycled cullet can also reduce the amount of virgin raw materials required in glass production and lower furnace energy requirements.
This makes glass well suited to established closed-loop recycling systems where effective collection and sorting infrastructure exists.
Glass Is Well Suited to Reuse
The more significant PPWR opportunity may come from reusable glass bottles.
A properly designed returnable glass bottle can follow a cycle such as:
Fill → Consumer → Collection → Washing → Inspection → Refill
Instead of destroying the package after every consumption cycle, the same bottle can potentially complete multiple rotations before finally entering the glass recycling stream.
For beverage producers operating within suitable local or regional return systems, this can fundamentally change the environmental economics of the package.

Glass Is Not Subject to Plastic Recycled-Content Targets
Glass bottles are not subject to the same mandatory recycled-plastic-content requirements as PET bottles.
However, this should not be interpreted to mean that every glass bottle is automatically PPWR compliant or environmentally superior.
Bottle weight, recyclability, closures, decoration, transport distance, secondary packaging, and the overall packaging system still matter.
Reusable Glass vs. Single-Use Glass: An Important Difference
One of the most important distinctions for future beverage packaging is between recyclability and reusability.
A single-use glass bottle normally follows this route:
Bottle → Consumer → Collection → Cullet → Glass Furnace → New Bottle
A reusable glass bottle follows a different route:
Bottle → Consumer → Collection → Washing → Inspection → Refill → Consumer
These are both circular approaches, but they are not the same.
This is why simply replacing a lightweight single-use plastic bottle with a heavy single-use glass bottle is not necessarily the most sustainable solution.
A reusable bottle must also be designed differently from an ordinary one-way glass container.
The manufacturer may need to consider repeated handling, washing conditions, surface scuffing, impact resistance, dimensional stability, decoration durability, and the expected number of refill cycles.
For this reason, lightweight, durable and reusable glass bottle development is likely to become increasingly important for European beverage projects.
Is Glass Always More Sustainable Than Plastic?
No packaging material should be evaluated only by what happens to it at the end of its life.
Glass has excellent recycling characteristics and can perform particularly well in reuse systems, but it also has one obvious disadvantage compared with PET: Glass is considerably heavier.
A heavy single-use glass bottle transported over a long distance may therefore perform very differently from a lightweight returnable glass bottle operating within a regional reuse system.
Likewise, a lightweight PET bottle containing a high percentage of recycled material may perform differently from a bottle made primarily from virgin plastic.
The future of beverage packaging is therefore unlikely to be simply "plastic out, glass in." The more important transition is:
Linear packaging → Circular packaging
For glass manufacturers and beverage brands, this makes lightweighting, recycled cullet use, reuse capability, filling efficiency, and optimized logistics increasingly important.
Planning a Beverage Project for 2027–2030? Ask These Questions Early
Packaging decisions should ideally be made before bottle molds, closures, filling lines, and production processes are finalized.
For a new European beverage project, buyers should consider:

Changing a bottle design after filling-line equipment, molds, inspection systems, or closures have been confirmed can be significantly more expensive than addressing these requirements during the development stage.
How Should a Reusable Glass Beverage Bottle Be Designed?
Developing a reusable beverage bottle involves more than simply making the glass heavier.
From a glass manufacturing perspective, engineers may need to evaluate:
Bottle geometry and glass distribution – avoiding unnecessary weight while maintaining structural performance.
Internal pressure resistance – particularly important for carbonated soft drinks, sparkling water, and beer.
Vertical load strength – required for filling, capping, palletizing, stacking, and transportation.
Impact resistance – reusable bottles experience repeated handling throughout their service life.
Thermal shock resistance – especially relevant for hot filling, washing, and rapid temperature changes.
Caustic washing resistance – returnable bottles may be exposed repeatedly to industrial bottle-washing processes.
Surface scuffing and decoration durability – labels, coatings, printing, and other decoration should be selected according to the intended reuse system.
These requirements should ideally be evaluated during bottle development rather than after the bottle mold and filling line have already been finalized.
For brands planning products for 2027–2030, early cooperation between the beverage producer, filling-line supplier, closure supplier, and glass manufacturer can therefore reduce both technical risk and future packaging costs.
What PPWR Really Means for the Future of Beverage Packaging
PPWR should not be interpreted as an EU mandate to replace plastic beverage bottles with glass.
Its impact is broader.
The regulation is accelerating Europe's transition toward packaging that uses fewer resources, incorporates recycled materials where required, can be effectively recycled, and can increasingly participate in reuse systems where appropriate.
PET will continue to play an important role in beverage packaging. At the same time, the regulatory and commercial environment is creating new opportunities for lightweight, recyclable and reusable glass beverage bottles.
For beverage companies preparing European launches between 2027 and 2030, the key question should therefore not simply be:
"Should we choose glass or plastic?"
A better question is:
"Which packaging system can protect our product, work efficiently on our filling line, meet consumer expectations, and remain commercially and environmentally viable under Europe's evolving circular-packaging requirements?"
